4. Will you photograph the damage before you tarp or board?

Look up an Arkansas contractor with the Arkansas Contractors Licensing Board, and on the Oklahoma side ask for Construction Industries Board licenses for plumbing, electrical or roofing work. Also ask for proof of insurance and industry certification for the restoration crew.
