What Makes New York City Different
Most water damage in New York City comes from somewhere you do not control. A tub overflows upstairs, a riser leaks inside a shared wall, or a steam radiator valve spits water all winter. Before anything else, find out whether the source is inside your unit or in the building, because that decides who calls whom and whose insurance pays.
Renters have real protection. City law requires landlords to fix mold and the leaks that cause it, and you can report conditions through 311 if a landlord does not act. Co-op and condo owners should check the proprietary lease or bylaws, which usually split responsibility at the walls.
Mold rules are stricter here than in most of the country. New York State requires a licensed mold assessor and a separate licensed mold remediation contractor for jobs over 10 square feet, and the assessor cannot be the same company that does the cleanup. Heavy rain also backs sewers up into basements and garden apartments, which makes that water contaminated.

Checking a License in New York City
For mold jobs over 10 square feet, ask for two New York State mold licenses, one for the assessor and one for the remediation contractor, and make sure they are different companies. For repair work in a home, ask for the contractor’s home improvement license from the city consumer protection agency. Asbestos work in the city needs its own certified investigator and licensed abatement contractor, so any job that disturbs older materials should start with a survey.
