Nevada and Clark County for Restoration Pros

Licensing, permits, monsoon water and hard water in the Las Vegas Valley, each tied to the agency that says it.

What You Will Be Able to Do

  • Check a Nevada contractor license and know where the handyman exemption stops
  • Find which building department covers an address in the valley
  • Judge monsoon water by contamination, not by the storm
  • Explain why hard water keeps sending supply lines and heaters to failure

Lesson 1

Licenses and the Handyman Line

The Nevada State Contractors Board license search shows whether a contractor is licensed and in good standing. Check your subs and give customers the link.

The board’s handyman exemption page covers repair or upkeep worth less than $1,000 in labor and materials together, under NRS 624.031, and says the exemption does not hold when certain conditions apply, such as work that needs a building permit. Rebuild work after a loss passes that line fast. Read the statute and the board’s page before relying on the exemption.

Key Points

  • Look up every contractor on the board’s license search
  • The handyman exemption is under $1,000 in labor and materials
  • Permit work falls outside the exemption

Lesson 2

Which Building Department

The valley has several building departments. Unincorporated Clark County, which takes in places like Paradise, Spring Valley and Enterprise, goes to Clark County Building and Fire Prevention at 4701 West Russell Road, (702) 455-3000, open Monday to Thursday. Its site has a tool to look up which jurisdiction an address is in. The City of Las Vegas, Henderson and North Las Vegas each run their own.

Clark County’s permit page says a permit is needed before construction, alteration, repair or demolition of a building and before work on regulated electrical, gas, mechanical or plumbing systems, with exemptions listed in its building code. The City of Las Vegas online permits list covers simple jobs like a same for same water heater swap, a repipe and small drain repairs without a plan review. Check the address first, then the department’s own list.

Key Points

  • Look up the jurisdiction before you pull a permit
  • Clark County covers the unincorporated valley
  • Las Vegas, Henderson and North Las Vegas each run their own department

Lesson 3

Monsoon Water

The National Weather Service in Las Vegas says monsoon moisture usually arrives in July and August, with storms that build over the mountains and move into the valley, and that flash floods can sweep down normally dry washes.

Apply the 2026 S500 position statement here. A roof leak that drips rain onto carpet is judged on what you find and is not Category 3 by default. Muddy runoff from a flooded street or wash that pushes in under the doors carries whatever it picked up, and the S500 lists rising water from rivers or streams among its Category 3 examples. Write down which one you saw.

Key Points

  • Monsoon season is usually July and August
  • A clean roof drip is not Category 3 by default
  • Runoff from a wash or street gets checked for gross contamination first

Lesson 4

Hard Water and Old Paint

The Las Vegas Valley Water District calls its water very hard, from calcium and magnesium carried down the Colorado River into Lake Mead. It says scale can build on pipes and fixtures and advises replacing plumbing parts routinely. That is why supply lines, valves and water heaters show up so often as the source on valley jobs. Bag the failed part and photograph the scale.

Some older valley homes predate 1978. When tear out disturbs painted surfaces in a home built before 1978, EPA’s Renovation, Repair and Painting rule requires firms doing paid work to be certified, even sole proprietors. The rule has an emergency provision with its own limits, so read it before an emergency tear out.

Key Points

  • LVVWD advises replacing plumbing parts routinely
  • Bag failed parts and photograph the scale
  • Pre 1978 homes bring the EPA lead rule into tear out
