Burlington sits on the bluffs above the Mississippi River in southeast Iowa, with low ground along the river and the Illinois shore across the bridge. When heavy rain and snowmelt build upstream, the river rises for days or weeks. The river reached damaging heights in 1993 and again in 2008. Floodwater from the river is always contaminated, and a standard homeowners policy does not cover it.
Much of the city is old, with brick and frame homes on stone or brick foundations and basements that seep in wet weather. Storm water running down the steep streets from the bluffs can also back up sewers and drains in the low parts of town. A backwater valve on the main drain keeps sewage from coming up through the basement floor drain.
Summers are hot and humid, and a wet basement can grow mold within a couple of days. Winters bring hard cold snaps that split pipes along outside walls. Spring and summer storms bring hail, wind and the odd tornado. Never run a generator in a garage or near a window, because carbon monoxide kills quietly.
