New Bedford and Fall River sit on the South Coast of Massachusetts, where Buzzards Bay and Mount Hope Bay meet the open ocean. Both cities know hurricanes. The 1938 hurricane and Hurricane Carol in 1954 sent storm surge deep into New Bedford, and the city later built a hurricane barrier across its harbor. Homes outside the barrier, on low ground in Fairhaven, Dartmouth and Westport, still face surge in a strong storm.
Much of the housing is old. Triple deckers, mill worker cottages and Victorian homes line the streets of both cities, and many were built long before 1978.
