Kokomo is the county seat of Howard County in north central Indiana, on flat farm land with Wildcat Creek running through the city. The creek rises fast after heavy rain, and low neighborhoods near it take water first. Many homes have basements or crawlspaces that stay damp in a wet spring.
Tornadoes are a real risk here. An EF3 tornado struck Kokomo in August 2016 and damaged many homes and businesses.
