Frankfort is Kentucky’s capital, and it sits in a deep bend of the Kentucky River with steep bluffs on both sides. Downtown and South Frankfort sit on low ground near the river, and the river has flooded parts of the city more than once. Floodwalls protect some areas, but not all.
