Carlsbad sits along the Pecos River in the Chihuahuan Desert of southeast New Mexico, not far from Carlsbad Caverns. Rain is rare, but summer monsoon storms can drop a lot of water fast. Dry arroyos turn into streams in minutes, and runoff can reach doors and garages that never see water the rest of the year. Floodwater from outside is contaminated, and a standard homeowners policy does not cover it.
Growth in the Permian Basin oil field has brought new homes, apartments and manufactured housing to Carlsbad. Summer heat is extreme, so air conditioners and evaporative coolers run hard for months.
